That is a distance, not a promise about drive time: plan your transfer around your actual address and arrival time.
Choose your first base before you book a ride
If your accommodation is on Mactan, your airport transfer stays on the island. If you are staying in Cebu City, your road journey includes a bridge crossing. For onward travel elsewhere in Cebu, confirm the pickup point and the next leg directly with your hotel or transport provider.
Use the full property address when comparing routes. “Cebu” may mean Cebu City, Cebu province or the wider metropolitan area, and those are not interchangeable pickup destinations.
Make the transfer legible

- Ask the accommodation which terminal-side pickup instructions to follow and whether the transfer is arranged by the property or a separate provider.
- Confirm the quoted price, currency, passenger count, luggage allowance and late-arrival policy in writing.

Mactan and Cebu City can work as one trip, but a bridge crossing adds a road leg to each transfer. If most of your plans are in the city, compare the cost and time of crossing with a city stay. If the coast and a resort are the point of the visit, staying on Mactan can keep those plans closer together. The right base follows your itinerary, not the airport name.

For a late-night arrival, a family with child-seat needs, a large group or an onward ferry/bus connection, prioritize a confirmed handover over an assumed convenience. Ask the provider to state the pickup location, contact method and contingency if you cannot find one another.
